The sluggish economy and flight cutbacks continue to hurt passenger traffic at Phoenix Sky Harbor International Airport.
Passenger counts fell 4.5 percent in September, the sixth consecutive monthly decline and the largest decline this year. There have been only two months of traffic increases this year, in February and March, the height of peak tourism season.
