Stuy Town rent break has a catch

CW Capital, which oversees the massive Stuyvesant Town and Peter Cooper Village apartment complexes, notified thousands of tenants this week they would not be charged rent for any days they were without heat, elevator service or electricity due to superstorm Sandy.
